Launching the project “Re-Engineering Vocational Orientation and Career Counselling (REVOCC II)

The Center for Entrepreneurial Education and Business Support (CEDA), with the financial support of the Austrian Development Agency, launches the project ” Re-Engineering Vocational Orientation and Career Counselling (REVOCC II)”on January 26, 2018, at the FORA Event Room (12 Pushkin Street, Chisinau) starting at 11.00.

The project budget is estimated at around EUR 900,000 and will be implemented by November 30, 2021. REVOCC II is a continuation of the REVOCC I project, which was implemented between 1 December 2014 and 30 November 2017.

In the framework of the REVOCC I project, a module “Personal development and career planning” has been developed which, after the approval of the Ministry of Education, Culture and Research, is taught at the Civic Education and Class master classes disciplines in all educational institutions (grades V-XII) in vocational schools, colleges and Centers of Excellence.

In order to ensure the correlation of the educational system with the requirements of the labor market, 4 Career Guidance Centers were set up within the ANOFM territorial structures in Cahul and Soroca and 2 in Chisinau, where young people have access to career guidance services outside the study program. The centers were equipped with equipment, furniture and an electronic platform that allows the identification of the person’s abilities and, based on them, the professions that best fit the 1200 described occupations. Access to disabled people was created at all centers, but the Chisinau Center (AOFM Botanica) was also equipped with the only platform in the country that measure the work potential of people with disabilities, assessing manual dexterity and matching with a job profile.

More than 10,000 young and young people have already benefited from Career Guidance Centers’ Services.

The results were reflected in the press in the last year and in the weekly show “Education for Career”.

The new project, REVOCC II, will continue these interventions. It focuses on career guidance services and was developed in cooperation with the main national partners – the National Employment Agency (ANOFM) and the Ministry of Education, Culture and Research.

The project aims to support young people in the Republic of Moldova in their career decisions so that they are based on the needs of the labor market and as a result increase the rate of employment and labor productivity in the national economy. The REVOCC II project will focus on 3 core objectives:

–   Ensure access to inclusive and gender-based career guidance services that support the economic empowerment and integration into the labor market of students from secondary technical education institutions.

–   Continuous training and professional development of teachers in the field of career guidance

–   Developing a coherent career guidance mechanism at regional / territorial level.

The launching of the REVOCC II project brings together representatives of the Ministry of Education, Culture and Research, Ministry of Health, Labor and Social Protection, Ministry of Agriculture, Regional Development and Environment, Ministry of Economy and Infrastructure, National Chamber of Commerce, ANOFM and their territorial structures, CGCs, executives and teachers from secondary general and secondary technical education institutions, in-service training providers, representatives of NGOs, donors, experts, media representatives, etc.

Taking into consideration the above objectives, the project team will review and adapt the module “Personal development and career planning” for vocational schools, providing training for teachers who will teach this module. In addition, CEDA will supplement the training program with components related to:

– “Personal Development and Career Planning”, to ensure the quality of the teaching of this module.

– “Understanding Disability”, to promote the access of people with disabilities to secondary vocational education and the labor market;

– “Gender issues” to promote equal opportunities for men and women and to reduce gender stereotypes in career choice and career development.

Secondary school teachers will also benefit from similar trainings. The trainings will be conducted in partnership with service providers in the field.

Another aspect of the project focuses on improving career guidance services at the local level. Activities will be directed to the development of organizational and human resources capacities within the existing Career Guidance Centers as well as the 4 New Centers that will be opened as well as the mobilization of local resources to create a career guidance mechanism, including integrating this area into local development strategies.

For young people, internships, master classes, business visits, business forums, roundtables, summer schools, etc. will be organized to support young people in career decisions. Jobseekers will receive professional training and support in employment.

For women, training will be organized to start a business and, based on a competition, part of them will receive small grants for business initiation, counseling and mentoring.

The number of direct beneficiaries of the project is estimated at about 3000 people, and indirect to about 358,000 people.
